Seems to me that Europe's political, economic and defense structures are needlessly overcomplicated by the fact that they are embodied in different institutions - The EU/Common Market and NATO, respectively. With a POD during or immediately post-World War II (perhaps motivated by an even scarier Soviet menace or an earlier Gaullist France), could you develop a scenario where a single international body has dominion over both, either with or without US involvement (no ameri- or euro-wanks please). I am thinking of an institutionalization of the Marshall Plan coinciding and combining with the North Atlantic Treaty leading to stronger transatlantic ties with benefits for both-US politics not so unilateralist post-Cold War, Europeans have US defense guarantees AND responsibilities/benefits that increase proportionally as they recover economically from the war and eventually overtake their American patron. Effects on the Cold War, decolonisation/Vietnam, the role of Britain in Europe would follow naturally.
