NATO in A Fascist World

I came up with this idea earlier tonight and have been toying around with a map, which is below. Admittedly, the map sucks, but give me a break--it's early in the morning here, and all things considered it is my first. Thus, I am sure there are inaccuracies and whatnot that I'll probably get hazed for.

Anyway. It is in the early 1940s, and Germany, France, England, and Czechoslovakia have recently recovered from a brutal war fought over the Sudetenland, for in this TL Chamberlain did not appease Hitler. The Nazis were overthrown, but Germany remains under a far right-wing government. Mussolini, Franco, and other fascists have stayed out of the war and remain in power.

Meanwhile, the Soviet Union has been gathering strength. They have managed to annex the Baltic states in the chaos at the end of the Sudetenland War, and are making eyes at Eastern Europe. Poland, Yugoslavia, and Romania are aware of this and have signed a mutual defense agreement, which France, Greece, Czechoslovakia, Norway and the English later sign as well. For the lack of a better name at the moment, I'll call the agreement NATO.

On the map:
Black = Germany
Green = Italy, Spain, and Portugal, which remain fascist
Blue = ATL NATO
Yellow: Non-aligned states
Grey = States that feel threatened by their neighbors or are de facto allies of other countries

With an encroaching Soviet Union, will this NATO make alliances with non-democratic states? What role would the United States and Japan play? How does this affect the balance of power and what is possible in this TL?

What's they grey country south of Hungary?

I'm guessing even though Germany lost there was a victory in the Sudetland and yet lost to Poland.

I suspect that both Belgium and Luxembourg will be neutral too, unless they were directly involved in the Sudetenwar

I always thought it was pretty cool when western Thrace was part of Bulgaria, and so they had two coasts. You should bring that back, you know, just for esthetic purposes.

The grey country south of Hungary is a weird blob that showed up on the map that I used when I was coloring it. To be honest, I'm not sure what it is, but my guess is that it's a part of Yugoslavia or Hungary.

In this TL the Nazis were stopped before they invaded Poland. I read through some older posts about whether or not Germany would lose if the Allies stood up to them about Sudetenland, and I thought the most interesting opinion was that they would not. So I suppose Poland and Germany have not gone to war in this TL, or if they have it was at the very end of the Sudetenland War if Poland was being opportunistic.

I could see there still being an amount of people in post-Nazi Germany that still support irredentism, but they have been discredited for the moment by the recent war.

Without entry into WWII (what has Japan done?) the U.S. may still be in isolationist mode. Without the U.S. the name NATO would be inappropriate.

It's in the early 1940s, actually. With Germany recently beaten by the French, English, and Czechoslovaks, Stalin feels like there are no powers in Eastern Europe that could stand up to the Russians.
First-reequipment of red Army would be finished in 1942.
Second- Stalin wasnt abherent of World revolution as Trotsky or lenin

Hmm, so do you think Stalin needs to be butterflied away for this? It's an interesting concept, but I'm afraid it'd become too Red Alert-ish.
Before yEAR 1942(or 1947)-IT ISNT. But if we have Winter war, or war for bessarabia(Kishinev).....
By the way-before june 1940 French Army was considered as strongest Army in Europe.
