What if - US grain deliveries continued to Nasser through the Johnson Administration?

push the Egyptians hard to allow Soviet naval visits in return for
arms if there was still a degree of US-Egyptian diplomatic ties,
exemplified by grain sales? Would the Sovs have still thought it was
a good idea to spook the Egyptians about a threat to Syria in spring
1967?
