ATL - the French and Spanish fleet escape Nelson and the RN, and fulfill Napoleon's plan to base a combined force of 59 ships-of-the-line at Boulogne, France, in preparation for the invasion of Britain.

Pulling it off requires good luck for Napoleon, as his fleet needs to make it up the Channel, but not impossibly so.

What does the RN and Britain do? AIUI, Boulogne's port could not easily hold or defend such a fleet, so perhaps a repeat of the Battle of Copenhagen occurs? More likely the 59 ships of the line would be based at the fortified port of Cherbourg.
