The Edrine Incident really is a key moment in the development of the Ottoman Military, freezing its structural reforms in its tracks for decades at a key moment when the rest of the Europe was seeing massive overhauls. Though I don't think Napoleon in and of himself would have been able to prevent it (The Janissaries are way more widespread than a localized domestic disturbance in Paris) if we assume he assists with the organiziation of the artillery corps into a modern proffesional body integrated with the rest of the Nizam it very well could have given the centeral government the spine to push its right to establish new garrisons and call the Janissary's bluff. Once the new troops loyal to the government rather than themselves are entreched in the Balkan provinces, then the integration of the old institutions will be far harder to resist, and I'll wager the process would go through peacefully.
