What if napoleon never sold Louisiana and when he was defeated in 1814 he was exiled to Louisiana instead of Elba as it's governor under a British escort

The British.I don't see why they would just give him Louisiana instead of just imprisoning him in some island far away when they are in a position to do so.For the people of 1814,letting Napoleon loose sounds like trouble.IIRC,there were talks about sending him to St.Helena even before Hundred Days,turns out they are right.

Could they give him Louisiana if he signed an alliance with them and renounced all claims to the throne?

Why would they want an alliance with Louisiana when they can have the entire place to themselves?Having Napoleon renounce claims to the French throne is worthless and meaningless as well,as it turned out.He abdicated but still came back.

Giving Napoleon a large, rich land next to the UK's enemies seem like a recipe for disaster.

That said, I believe there are quite a few TL where Napoleon escapes there
 
Napoleon has no cards left to play. He has burned every bridge and betrayed every trust. No way he gets to walk free, let alone with land and political power!
