Napoleon exiled to Heligoland

What if the British exiled Napoleon to Heligoland instead to Elba in 1814 (which they took in 1807 and annexed after the treaty of Kiel) and grand him the archipelago as an hereditary principality ?
 
I am not sure why the British would want Nappy that close. If I am not mistaken, Talleyrand wanted St. Helena to be the place of exile and it was only with Tsar Alexander's intervention in the process that got Napoleon placed on Elba.
 
Well it's still a bit further than Elba was from France. Question is, what level of support does he have there?
EDIT : the troll thing to do would be sending him to St Pierre and Miquelon...

I'm not sure I was thinking more along the lines of passing through Germany to France
