OK, it;'s been 20 yrs since this 1st post-cold War-era UN PKO was conducted (I remember watchin the BEHIND THE NEWS reports on it when i was in primary school at the time)- WI UNTAG had failed in its objectives to facilitate withdrawal of both SWAPO & SADF/KOEVOET forces & to monitor the free & fair elections ? How much of a setback would've been experienced for the UN for future peacekeeping in the next decade had this 1st big op since the 1970s fouled up ?
Also, another related POD- UNTAG was initially authorised in 1978 by UNSC Resolution 435 (IIRC), which however due to various disagreements between the parties wasn't acted on for a whole decade- WI though said resoln had been effected upon its authorisation ? How much of a difference would the sitn in southern Africa have been affected with an earlier implementation of the peace plan in Namibia ?
