Multi-National UN Force keep the Peace in Vietnam after 1953

What if the UN Security Counsil had agreed (without Russia opossing) to send a mulitnational force to Vietnam to keep the peace between the two Vietnames after the partion in 1953?

How could this effected the whole Communist uprising directed from North etc??

On what grounds? North Vietnam was not at war with their southern brothers and RVN faced insurgency, something that wasn't good enough reason to deploy peacekeepers in 1950s

I guess you could move it up to the 1974 peace agreement. The UN did send in the International Commission for Control and Supervision, ICCS, with what was known as CHIP observers. These consisted of Canada and Indonesia representing the West, and Poland and Hungary representing the East.

These were put into place to monitor ceasefire violations along the DMZ. They didn't work out so well, since Canada and Indonesia were more than willing to give everyone a fair shake, but Poland and Hungary would more or less just side with the North Vietnamese every time. It came out making the South Vietnamese government (which wasn't all that democratic, anyway) looking pretty bad.

If you could have replaced Hungary with, say...Egypt? Or...India? Some other country that was basically in the Soviet camp at the time, but wasn't beholden to them, you might be able to get SOME sort of honesty with ceasefire violation reports.
