much less seniority system in U.S. Congress?

Larger groups tend to have more centralized leadership, smaller bodies less so. Well, we had that going in our favor with a much smaller House and Senate in the beginning and we still ended up with a strong seniority system.

Maybe it could be viewed as unseemingly not to give new members equal respect, but by itself that probably isn't enough.

Alright, so how do we end up with much less of a seniority system?
 
That would probably do it, but maybe at too dear a cost.

I'll tell you, there was a political cartoon, and in it was a person who represented the 'body politic.' And there was a big, blood-engorged mosquito labeled 'monied interests.' And on top of the big mosquito was a small mosquito labeled 'incumbency.'
