Kaiphranos has the most plausible scenario here: The cliché/trope is a liberal/free/democratic US and a theocratic Deseret, and here, Providence is much more liberal than the theocratic US surrounding it.

I'm really torn between Rubberduck3y6 and Yanranay, because both maps really tickle my fancy... And I'm ultimately voting for the map which puts my beloved home town under Wittelsbach rule.

Yup it's supposed to be Sea Lion. Thought Eagle was fitting since it's kind of the German equivalent to the British Lion.
