Most successful Naxalite-Maoist movement possible

In 1967 a revolt began in a village in India called Naxal. The conflict burned on till it escalated in the mid 2000s with the Maoists holding a substantial part of eastern India either under their sway or where they had strong influence.

How can the Maoist movement in India have as much as success as possible? Perhaps even totally succeeding with a red flag flying over New Delhi?

Is that the latter possible even in the slightest degree?

Or could they at least seize enough of the country-India could be legimately considered to be in civil war.

The Maoists never had control of any major cities or economic centers. The area marked on maps are not an actual representation of Naxal control but an indication of regular attacks over police and other personnel.
The Naxals cannot have any grip outside the forested, tribal areas. The northern portion of the country is another region entirely.

I did clarify-not under their direct control but from where they can comfortably launch attacks. And have a presumably positive relationship with the locals.
