Most particularist leaders ever? Who were the Talleyrands of the world?

Who was the most particularist political leader ever? By particularist, I mean "exclusive or special devotion to a particular interest".

An example: It could be argued that the diplomat Talleyrand successively betrayed the Ancien Régime, the French Revolution, Napoleon, and the Restoration until he finally got the exact form of government he desired, the July Monarchy. By collaborating with the Coalition, Talleyrand played a part in causing France to lose the Rhineland and southern Netherlands -- but ended up salvaging this by supporting the secession of Belgium later.

What leaders were similarly specific in their aims and ruthlessly cynical to the point of sometimes sabotaging their own previous achievements for a long term plan?

Was anyone "more Talleyrand than Talleyrand" in this respect? Metternich and Bismarck were obvious "Talleyrands" due to their diplomatic status, but they were probably more pragmatic and achieved more of their goals.

Weren't every French government in the 19c "traitors" to the previous one?

Talleyrand was no doubt a traitor to Napoleon, just as Napoleon himself had been a traitor to the Directors, who were traitors to the Jacobins, who were traitors to Louis XVI.

And so it continued, with the July Monarchy being set up by traitors to Charles X, the Second Republic by traitors to Louis Philippe, the Second Empire by traitors to the Second Republic, and the Third Republic by traitors to Napoleon III.

And how exactly was Talleyrand responsible for France losing Belgium or the Rhineland? By the time Napoleon abdicated, these had already been overrun by the Allies, who were never going to give them back to France, regardless of anything Talleyrand or anyone else might do.
