Most likely point for UK Voting reform

I'm currently pondering writing a British Politics timeline (particularly the Alliance Winning in 1983 and President Perot) and The idea of british politics being opened up to multiple parties appeals to me, admittedly this did happen in the Alliance 1983 timeline.

So, my question is, what is the most likely PoD to lead so some form of voting reform coming in post-1990. Preferably a switch to some form of Proportional represenation such as STV but I'll also accept AV, AV+, etc

The most obvious to me is the 1997 GE being indecisive and Labour making concessions to the Lib Dems. (but a PoD that leads to that, I dont know)

The 1992 election was close and hard-fought, so an indecisive result then would seem plausible (Labour-led coalition?).

1920s. The Liberals were mooting AV back then and if three-cornered elections with hung parliaments had continued...

1980s if the Alliance won is possible but the other two parties would fight tooth and nail against it. I am considering an Alliance victory TL myself and I think I've found a way they could pull it off, but it would require patience and cunning.
