Nazi Germany in the Man in the High Castle (book, haven't watched the show) is definitely a contender.

There is discussion in the book of using African ankle bones as triggers for cigarette lighters. (After the entire continent was exterminated of course)

Were the Nazis even interested in Africa? I'm assuming they wanted Germany's pre-WW1 colonies back, but I don't know if they had any sort of plan to annex the entire continent. Still, for the native Africans, living under Nazi rule would be King Leopold's Congo levels of awful, if not even worse.

And speaking of King Leopold's Congo levels of awful, the Imperial Germans got pretty damn close sometimes, such as the genocide in today's Namibia.
