On a serious note, whether or not a country invades another is not an indicator of democracy. USA had more military advantures in last 25 years than Russia but I doubt you will argue that USA is less democratic than Russia.

Why? US-style presidential term limits (which itself is a relatively new thing in USA) isn't a prerequisite for democracy. Putin is on his 3rd (nonconsecutive) term as president; FDR was on his forth consecutive term as president when he died.
