As the title suggests, if - for whatever reason - Germany was more moderate and better lead in regards to foreign policy, what would a better course of action be for her to take in regards to Morocco in 1905?

I know that the first Crisis was precipitated by the Kaiser's actions, but the situation between the French and the Sultan was worsening all the time. I believe that a Crisis would have happened sooner or later, whether the Germans prodded the nest or not.
