You'd need more tolerant colonization and de-colonization movements: the latter being a bit more important. In both cases you mentioned, the majority population was not very favored for jobs, citizenship, political rights etc. where as the latter was pretty over-represented in government. De-colonization movements often wanted put all the blame on the whites as oppressors and colonizers, which is just really not good for wanting to keep them in the country.
Having them somehow stay and avoid huge violence would be good for business I'd think, as that sort of implies more political stability and respect for human rights, which post-1960s became a huge issue in where Western countries were going to invest.

Alot of the independence movements were themselves racist** and lead by natives who hated non-black Africans***, so essentially
if you replace them with Europeans then you prevent the various expulsions and general making life terrible for Europeans that
made them immigrate from the newly independent nations.
1. A significant chunk of native North Africa are technically white, so the term European is more appropriate and correct in this case.
2. Racism is racism, you don't get a free card to be racist just because some others acted that way towards you.
3. Or really anyone who was'nt from their specific ethno-tribal group or did'nt agree with them.
In Libya it is plausible:

I think it is the only African country plausibly to have majority white population due to its proximity to Italy and Italy needs to decongest Sicily that's why they encourages white settlement in Libya.

Also, there were always much more males than female whites, which always meant many white men got mulatto offspring, and many people who identified themselves as Italian and Portuguese were not white.
What I mean, European. Genetically speaking, Arabs are also white but in the political context, Arabs are not classified as whites and most people thought that Arabs are non-whites. Lebanese and Syrians actually are whites.
Wouldn't extending "whiteness" to mixed race people like the Coloureds go even farther to increasing the population of whites in Africa?
I kind of see the coloureds as an example of the South African one drop rule. Maybe I am wrong there.
