More Warsaw Pact members

Other possible memberstates:

(Outer) Mongolia
DPRK
Jugoslavia
Afghanistan
Cuba

I think these are all unlikely candidates, apart from 'Yugo Disney'. Finland would be the most plausible additional WP member state. This could come about one of two ways -
  1. Red victory in Finnish Civil War of 1918
  2. Total Soviet victory in Winter War of 1939/40 and/or Continuation War of 1941-44
Finland would be an excellent strategic addition to the Warsaw Pact. The Finnish coastline could provide significant advantages to the Soviet Baltic Fleet.

Of these, I see only Soviet victory in the Continuation War (ie. "Tali-Ihantala Falls") as a really plausible scenario for a WP Finland.

Soviet victory in the Winter War would likely lead to Finland being annexed outright, and Red victory in the Civil War might as well butterfly the Warsaw Pact away, or even WW2 as we know it...
 
Regarding FINLAND, they were an "unoffical" member oif the WARSAW Pact in many ways, allowed Soviet overflight and Red Navy transit. C2 was also aligned with the Soviet military, used Soviet hardware...

Moscow chose not to "offically" make Finland a member, or base forces in Finland for fear of driving Sweden into NATO.
