Kemp's an interesting figure. To some extent, I think he was viewed as the odd man out in the Bush administration and as not a team player. I mean, the Bush, Sr. administration from '89 to '93.
Enterprise Zones had some potential to help poor areas of the country, including predominantly African-American areas. And thus might have the electoral effect of winning back a certain percentage of black voters.
Maybe Enterprise Zones needed short-cycle feedback in the nature of experiments? A lot of regulation conservatives talk about is ticky-tack state and local regulation. 80% of new businesses fail. Often because the fixed expenses end up eating you alive. And I think it's irresponsible not to mention this front and center. Maybe streamlining and ramping up SBA loans would be a better or additional alternate. In other words, there's a lot on the table.
