No, I don't think so.

If the Saudis had failed to conquer Mecca and the rest of the Hijaz, then the Hijaz would have remained an independant kingdom under the Hashemites.

And politically separating Mecca from Medina and Jeddah simply wouldn't make any sense from an economic, political or religious perspective.
 
At the risk of drawing the ire of some members of the board, a Free City of Constantinople would be fun.

Possibly in a post WW1 world, maybe as an internationally controlled city, to allow free access through the straits? I suppose the difficulty would be imagining the Ottomans doing so badly that they would agree to it as part of the peace terms (a bit like the UK agreeing to a 'Free London' or the Americans to a 'Free Washington')

New Orleans is the other North American city ideally situated for micro-state status, but it's difficult to see how it could be achieved without taking the rest of Louisiana with it.

How about if something funky happened during the American civil war, like New York City rebelling against the Union and gaining independence, and the Union troops occupying New Orleans not handing it back to the confederate after a confederate victory. A little ASB, but it might work...
 
How about Macau? Or would Hong Kong have too many advantages for it to be successful?

I often wondered whether a bit of foresight on behalf of the British could have led to an independent HK. Of course PRC might just have marched in or cut of supplies etc. But maybe the economic advantage of a healthy HK investing in the PRC might stop this, I mean they haven't invaded Taiwan yet.

I've often thought about how we could get a more ethnically diverse HK. East African Indians don't get let into the UK and get pushed to HK?
