My vote is for the Roman Empire.Although through raw strength,China can raise large armies,the problem is that the Han regular army was quite small in peacetime,less than fifty thousand IIRC.That's compared to a strength of 400,000 for the regular Roman army.

EDIT:The Roman Empire is definitely better in 1 CE.The Roman Empire has Augustus.Meanwhile,the Han is under the rule of infant emperors who were under regency of the incompetent Wang Mang.

As long as one doesn't confuse dynasties, Rome of course. Too many people ignorant of Chinese history believe true Chinese civilization can trace its origins back to the earliest times of the Old Kingdom of Egypt, rather than the first dynasty of the Shang @ in the 13th century BC.

China may have been the strongest power in terms of armies and civilization for many many centuries, but in 1 AD the Roman Empire was the genuine "center of the world".
