More Perfect Union-Confederacy has nukes!

This book is out of print. Basically the Confederacy in modern day has nukes and its president is half nuts.Based supposedly on LBJ.People are sent to stop plans to cause a big war. Thoughts on idea of a modern Confederacy having nukes?

I doubt the modern Confederacy would even have an army. Who would be interested in threatening it?
Maybe they would have nukes, God knows most countries and the larger corporations could have built a nuclear deterent if they wanted one.

The U.S. maybe? There's no way to be sure it would ever give up trying to reclaim the southern states.
