Pentagon Wars IS a good movie that gives insight into how the acquisition process can (and often does) go haywire.

That being said, I think your negative assessment of the F-22 is overstated. It has some issues, but is a very capable aircraft for air superiority. It doesn't have traditional Link 16, but they've developed alternate links it can use.

USAF will never have more F-22. Why ? coz this plane is a pure anachronism. In modern battlefield we need omnirole fighter, like Rafale, F-18 E/F, Gripen ou (maybe) Typhoon T3 and more importantly CAS planes like the beautiful Warthog.
Unfortunatly for him the Raptor is designed for a war who had no chance to exist. His stealth is a mirage, optical systems of fighters like Su-30MKI/SU-35/T-50/Rafale/Typhoon can detect him in sixty to heighty kilometers of distance. AESA radar can also detect him by modulating the frequency.

Plus the fact that he has no autonomy, one hour of flight means 30 hours of maintenance (one hour of maintenance, 29 of painting work), his electronic is totally obsolet and he's a fully autist who can't communicate (lack of link-16 *-*), etc etc. Only people who absolutly don't care of wasting money could wish to buy more of this shit (if you want to understand the F-22/F-35 problem look at the movie "Pentagon's War". Yes it speaks about IFV M-2 Bradley, not Raptor, but problematics are the same).

PS : and sorry if my english is awful, it has been long time since i practised for the last time (and France isn't the best country for XD)
