More black officers like Henry Flipper or Charles Young in pre-1900 Buffalo Soldiers

WI the 9th & 10th Cav, together with 24th & 25th Inf, had somehow been able to benefit from the command of greater nos. of black officers such as Henry Flipper or Charles Young ? How conceivable could it have been for black officers in the Buffalo Soldier regts to have attained higher rank than Lt- perhaps even Maj or Col- before the Jim Crow excesses in the regular army by the time WWI arrived ? In the case of Flipper, too, WI he hadn't been subjected to the indignity of the court-martial for stealing commissary funds at Fort Davis in 1881 then being discharged from the Army ? How much more could he have achieved as a pioneering African-American officer, esp if he'd been allowed to serve in the SAW ?
