More and Longer Lived Cold War Eccentrocracies

By eccentrocracies I mean countries with eccentric governments or leaders in charge (although not always harmless). For example, the Central African Empire was proclaimed in the 1970s by the president of the Central African Republic, who though Africa needed a Napoleon. Another example would be North Korea, which is essentially a hereditary communist monarchy whose rulers are literally deified.

Could similar eccentrocracies have arisen elsewhere or lasted longer? Could the Chilean Project Cybersyn have turned into the first technocracy? Could Peronist Argentina have developed a cult of personality approaching those seen in communist countries, Iraq, or the DPRK? These are just a few examples, feel free to propose your own.
 
Finland under Kekkonen would be a reasonable candidate, AFAIK.

Well, in his prime Kekkonen was a pretty shrewd politician and a smooth operator but he wasn't that eccentric IOTL. Mind you, in the position he was by the early 70s, getting elected to an extended term by an emergency law and so on, he might have safely done some pretty weird shit and still been able to hold on to his position... Maybe an earlier onset of dementia-like symptoms or some unspecified mental issues following his wife's death in 1974, and things might have become pretty interesting.

Yep... I'm just now imagining all those drug-crazed parties at the Tamminiemi sauna or the psychedelic, Hunter S. Thompson-worthy state visits abroad the Security Police and Kekkonen's inner circle would struggle mightily to cover up...:eek::D
