Monroe Doctrine with a weak USA

Would USA try to enforce the Monroe Doctrine if they had a worst internal situation like an independent CSA, less population or no Mexican land conquered in 1848?
Would European nation care about USA like they did OTL or not? Would they try to expand into former Latin colonies like Napoleon III did?
 
Well pre-1890 the US wasn't in much or a position to enforce Monroe Doctrine. They could have theoretically prevented Mexico from domination by a foreign power, but the Caribbean from falling under the sway of Europe? Absent help from Britain (who respected the Doctrine because it was convenient for them) the US as it was OTL wasn't really capable of enforcing it anyways.

I suppose a more weakened US would invite further European meddling in the Western Hemisphere (Britain might be more ambivalent) but as it was European powers meddled quite a bit even with Monroe Doctrine in place.
 
IIRC didn't the British actually suggest the doctrine to begin with and for the US and UK to make a joint announcement of it? For a fair while to begin with it was the British via the Royal Navy who enforced it due to the fact that it was more lucrative for them to dominate South America economically rather than actually run it as colonies. Even with a split US I'd guess that this would still be the case, with an addendum to stop any factions from the Confederacy trying to filibuster any South American states as well. If there is one thing that you did not want to get between the City of London and it was their markets and money making opportunities.
