What would the affect of a decisive victory of the Monmouth Rebellion?

Particularly the effects of the potential Nine Years' War?

Monmouth being anti-James II will also be anti-French and ipso facto pro-Dutch in the 9 Years War, creating a likelihood Louis XIV does not do any better than OTL.

However, without William moving his HQ to England, the Netherlands may remain financial top dog in Europe for longer, and England may not adopt as many Dutch institutions.

What do you mean by Dutch institutions?

You got me there. I can't really name any. I was going off a vague impression gathered from reading an NYT review of
Going Dutch: How England Plundered Holland's Glory. However, having read other reviews of it, it points to nothing in particular.
