During the 19th and 20th centuries IOTL, it's often assumed that monarchs and monarchies are natural allies of the rich. However, this wasn't always the case. During the middle ages, kings would often ally with the commons against the nobility, and one of the demands made by the English Peasants' Revolt of 1381 was that the king should abolish the aristocracy and rule over the people directly. Going back, Greek tyrants often relied on popular support against the wealthy, and Roman senators who were seen as excessively favouring the poor were often accused of trying to make themselves king.

My question is, what PODs could lead to a situation wherein modern (say, 1800 onwards) monarchs are seen as natural allies and protectors of the common people vs. the wealthy? Also, what impact would this have on the development of political parties and ideologies?
