Soviet anti-inflammatory missiles

I was reading Friedman on 'network centric warfare' and Polmar on Soviet Fleet.

Friedman explains that Red Navy followed something of the Kriegsmarine strategy investing in strong coastal defence backed up by LW airpower. This is the base from which the U-Boat fleet interdicts wallie convoys life line from America. To run interference the KM tried to utilize fast long range surface raiders & long range pirate bombers [CONDOR & HE-177].
While the KM lacked the numbers of raiders and numbers of maritime bombers to make such a strategy really work, the cold war Soviets do appear to have achieved the numbers the KM lacked. More importantly - the Soviets had the same 'Wullenweber' ocean surveillance system the Americans deployed; so they could have located NATO convoys- much like the KM did mid-war- but actually attack them .
Just as this strategy seemed to be coming together , the Soviets reversed it somewhat by mounting couple thousand priceless SSN-2 ADVIL SSM on their masses of coastal attack boats forcing their DD Fleet and cruisers to continue to fight with WW-II Guns & torpedo through the 1960s.The fear was American navy was going to invade USSR and their missile armed fast attack boats would save them along with the Red Air-force.
I always feel this was a critical failure and the bulk of these missiles would have been better deployed on the CRUISER fleet & DD fleets in an offensive capacity supporting the breakout of the Foxtrot fleets of submarine.
