Minor (?) POD: What if only 1 of the Twin Towers fell

I was at my local mall the other day, and I began reminiscing internally about when I worked there, in the very early 2000s after graduating high school. I thought back to when I was starting out in music and Sega's last console before the conglomerates and jocks took over video games, the Dreamcast. But what really made things really different then from now was the Twin Towers still stood in NYC, as opposed to just the Freedom Tower. My brain rather callously minimized this down to "two towers at the World Trade Center instead of one", excising all of the death, destruction, and misery the attacks and their aftermath caused...

But anyways, I got to thinking, what if instead of both planes directly hitting the towers, one of them missed, grazed the side*, or never took off/was brought down like Flight 93? The death toll would still have been fairly high and our collective cages would've rattled after thinking we were more or less untouchable, but there wouldn't have been quite as much damage as there was in OTL...would this have really affected the impact/aftermath that much or am I underestimating things?

*this would likely have sent the plane spiraling out of control to crash elsewhere in the city, if not hit another iconic structure, so the death toll could still be as bad is it was in OTL or possibly even worse (I don't remember the exact trajectory of the planes, so I could be way off here)
 
The plan was to crash into the streets of Manhattan if they missed the targeted tower. I guess you could say that AA11 could target the Statue of Liberty, or U175 the Empire State Building, but it's probably not going to happen.

Since OTL had 175 swerving to hit the South Tower, let's play with this idea: it's the one that misses. 175 plows somewhere else into Manhattan, either the streets of the Village or into an unlucky skyscraper(s) further uptown. The death toll from that completely depends on where it hits.

Back at the World Trade Center, the North Tower collapses on schedule as we saw OTL. Potentially with more first responders killed since they're focusing on only one tower. The South Tower is probably doomed from all that force coming down right next to it, which depending on how and when it comes down could result in even more deaths as evacuations were hesitant until it was hit itself. And that's assuming the blow to its base doesn't topple it over.

Otherwise, big picture wise events unfold as we saw OTL, though expect butterflies depending on people dying who lived and vice versa. If we get a topple scenario (which was the original plan according to some) then we'd still be seeing recovery operations and a possibly crippled US economy as Wall Street is potentially in the line of fire.
 
The other tower is still likely weakend enough to collapse after the first goes down - but perhaps with enough time for everyone to evacuate.
 
When the South tower collapsed, the foundation of a north tower was damaged making its collapse inevitable.
One tower to not collapse without fatally damaging the other one
 
The conspiracy nuts will be even more rabid. "Of course they were rigged man. Like the North Tower wasn't even hit and they still brought it down."
