Middle East War in late 1990s leads to international 9/11 attacks

Imagine this:

Beginning in mid-to-late 1998, humiliated at being so soundly defeated during Operation Desert Storm, Saddam Hussein begins blaming the other Arab nations in the Middle East for his defeat for not helping him: Iran for wanting him to suffer after the Iran-Iraq War; Saudi Arabia, Kuwait, Egypt, United Arab Emirates, Oman, Syria & Qatar for siding with the Western Allies; Afghanistan, Jordan, Lebanon and Palestine for being cowards by not getting involved. This leads to finger pointing and escalating tensions among all nations in the entire region. Israel decides to not get involved in the tensions in the region, but does keep its military on alert.

In 1999,after numerous border clashes throughout the entire Middle East region, Iraq begins the Middle East War by launching attacks on its neighbors. Each nation responds by attacking Iraq as well as their own neighbors, due to Iraqi troops sneaking mobile Scud missile launchers into neighboring states and making it seem like said nations were launching the attacks.

By 2001, multiple attacks, including biological and chemical weapons, have been made on various large cities:
  • Abu Dhabi, United Arab Emirates (chemical)
  • Ankara, Turkey (chemical)
  • Baghdad, Iraq (biological)
  • Beirut, Lebanon (chemical)
  • Cairo, Egypt (biological)
  • Damascus, Syria (biological)
  • Kandahar, Afghanistan (chemical)
  • Kuwait City, Kuwait (biological)
  • Riyadh, Saudi Arabia (biological)
  • Tehran, Iran (chemical)
These attacks are delivered by both airborne missiles as well as terrorist-style suicide bombers from Saddam's only real ally, Osama bin Laden's Al-Qaeda network.

On September 11, 2001, four airline jets are rammed into the World Trade Center towers in New York City; the Pentagon in Washington DC, and a fourth crashed in Pennsylvania but was believed to be targeting Washington. Attacks were also made on Parliament in London, Notre Dame Cathedral in Paris, the Chancellery in Berlin, and other important or famous buildings in Madrid, Rome and Jerusalem. Hoping to get aid from the Western Nations, Saudi Arabia uncovers and sends information that reveals that Osama bin Laden and his Al-Qaeda network are the perpetrators of the attack on September 14. US President George W. Bush, along with the leaders of the other attacked nations, declares a “War on Terror” on September 16.


What happens now after this?
 
You'd need ASBs to make Saddam suicidal on that scale. Invading Kuwait and annexing it as another province is one thing. Attacking Iran, Turkey, Syria, Saudi Arabia, and Kuwait while throwing missiles at Israel, Lebanon, and Jordan is downright ridiculous.

Let me get this straight, the known (and hated) secularist Saddam Hussein just effectually declared war on the whole Islamic world and Osama bin Laden decides to be his ally?
