Mexico with legal Cannabis

In 2006 the Mexican congress passed a bill that would have decriminalizing possession of small amounts of cannabis intended for recreational use, which would have caused a boom in tourism.

President Fox never signed the bill.

What if he had?

In 2008 a bill was proposed in Mexico City's Congress to legalize the consumption, possession and commerce of Marijuana. The bill states that only a person over 18 can have access to the drug, the places where marijuana is sold cannot also sell alcoholic drinks, and must be at least 1000 meters away from schools.

Had the prior bill been passed this one probably would have as well.

So what's Mexico like. Is it better or worse with controlled legal cannabis?
 
Better in some ways, worse in others. Decriminalization of marijuana would take the wind out of the narcotrafficantes' sails; it's their number one product. You could expect the power of organized crime to crumble, as it did in the United States after the repeal of the Volstead Act.
On the other hand, the moralists who rule the United States would be outraged. Using our country's economic leverage, America would strangle Mexico, forcing its government to recriminalize marijuana.
