Mexican Santo Domingo

The Dominican Republic tried hard to be annexed by other countries. There was the Spanish re-acquisition and the American near annexation, but they tried for other countries as well.

What if an offer had been made to Mexico and Mexico accepted?
 
That’d require a stabler and less cash-strapped Mexico, imo. Avert or delay the ACW and the McLane-Ocampo Treaty is implemented, Benito Juarez’ government gets much-needed cash for defeating the conservatives and paying off debt. France doesn’t intervene in Mexico, everything goes better, and Mexico can put some effort in foreign relations, such as acquiring the DR.

No to both. Even with a Mexican Santo Domingo that does not necessarily mean that that in turn would help Cuba. For one thing, there's now one more land border which Mexico must deal with (plus a sea border); for another, Santo Domingo would receive as much of the full brunt of the Porfiriato as the rest of Mexico. In turn, that would probably make the Dominican Republic independent once again as a result of the Mexican Revolution - and in that case the Dominican Republic may actually receive foreign help, from Puerto Rico especially but also the United States in general. In this case, the US would probably see to it that the DR remains independent, but independent in a Panamanian sense.
