No Mexican Revolution and butterfly the PRI away.
In 1911 in the Battle of Ciudad Juarez revolutionary leader Madero defeated the government led by dictator Porfirio Diaz:

In a single battle the government was brought to heels. They offered Madero half the country, Madero almost accepted but his lieutenants would have none of it and demanded total capitulation, which the government actually agreed to.
The problem is, Madero's side had traitors and this sudden collapse of the government created huge power vacuum filled by said traitors. All of this led to a years long (more than 10 years I think) period of senseless war where everyone is vying for power. All of this ended up in the 70+ years long rule of the ridiculously corrupt dictatorial PRI party.
So as a POD lets have Madero accept Diaz's deal where he is given half the country under Diaz's presidency. This allows Madero to freely run for president in a short time and win. An orderly transfer of power takes place.
Madero has now the legitimacy of being both the revolutionary leader and Diaz's official successor, which also means all the infrastructure and experience of the Diaz government remains in place rather than being kicked out. Now Madero is in a way stronger position than OTL, while his lieutenants are way weaker. The Mexican revolution ends quickly in 1 battle rather than years of senseless country ravaging war.
Diaz's government was very (with huge human right abuses of course) progress and industrialization oriented. Without said government being completely obliterated in one stroke, those influences remain, while also adopting Madero's democratic and human rights approach.

Fast forward to WWII, OTL Mexico was one of the countries that benefitted the most from WWII. Mexico obtains insane reserves of wealth by selling materials to the Wallies, also Mexican workers were employed by the US in the bracero program to free manpower for the military. While Europe had to be rebuilt after the war and the US sent its men to die, Mexico benefitted immensely and just sent a token force. Countries have become powers for less. The problem? It was the incredibly corrupt PRI that got all that money.
In this timeline however the PRI doesnt exists, Mexico is a maturing liberal democracy, more industrialized and at least about a decade ahead of OTL Mexico due avoiding the quagmire that was the mexican revolution. These mountains of wealth are used way better in an already way richer Mexico and allows Mexico to grow into an industrialized power.
2018 Mexico is an economic power like Japan.
