McCain wins in 2000?

What would 8 years of a John McCain Presidency have looked like? Would the US be better or worse off than OTL; what have been some of his major policies?

(Assuming he somehow beats Bush in the 2000 primary, beats Al Gore, and wins re-election in 2004)

McCain would not have pursued the uber-partisan policies of the Bush administration, and would have focused on campaign finance reform, earmark reform, and balanced budgets rather than massive tax cuts. Assuming 9/11 isn't butterflied away, McCain would have done pretty much the same thing in Afghanistan, but would not have invaded Iraq.
