How in hell does McCain/Bush manage to win Oregon and Wisconsin?!
 
McCain of 2000 is quite the moderate, even McCain '08 IMO. George Bush in 2000 isn't the political Devil that many dislike or worse today.
 
Gore won both states on a very thin margin.

Even more focus on deregulation if anything but most likely no different from OTL. The senate votes for the same kinds of regulations and the president doesn´t veto it.
