How would American politics have developed if the ratio between the most populous state in the Union and the least populous state in the Union could not have exceeded a certain value? The premise would be that each state would have roughly the same voting power.
In situations like this, California, Texas, and other large states would have been forced to split into smaller states. We would assume that Rhode Island would not want to merge with Connecticut to try to fix it the other way as the two states would have worse representation.
As it was, Texas was nearly split up.
For argument's sake, assume the ratio is based on the maximum ratio in the original 13 states.
