You don't need a direct hit though - if you're close enough that the missile silo has fallen over in the middle of the crater, that missile isn't going anywhere.Statistically speaking, in an all-out exchange, direct hits (in the sense of "warhead actually landing ontop of silo door and detonating") would be very rare but not impossible. I suppose the statement is technically true in that it's so unlikely in any given instance that when it does happen, no-one is expecting it. Not like it matters, though, since to any of the people for whom it matters would be very dead in the aftermath regardless.

But who would they be attacking if it's remote? These aren't nuclear tests, but attacks, per the OP.If the nukes are spread such that they are all in remote areas then we can have quite a few.
