For the interwar period, the USA would definitely pursue a much more expansionist policy as they have now realized the folly of their isolationism lead to two rising superpowers threatening their interests in the Pacific.

This is where we could see an intensifying three way naval arms race between Mexican Empire and the Empire of Japan and USA which would then culminated in the Washington Naval Conferrence of 1922 between the Great Powers to decide on the limitations of their costly naval programs which had put quite a huge strains on each nation’s economic conditions.

I think the greatest battle Royale is definitely going to be in Warlord Era China between Japan and Mexico supporting different factions, it's a toss up on who would ally with Nationalists and Communists.

By 1929, a global event happened in the US, and this would effectively screwed up both Mexico and Japan economies to the point that it will gave way to the rise of many radical left wing factions in their countries. Im still waiting to see how this will unfold.

I don't see the US being interested in any naval treaty this timeline. I agree with @lawrencenguyen that the US population is gonna react from what Isolationism has brought them. However with a Major Power on the southern border the British Empire wiped out Royal Navy Dismembered, Japan emboldened in the Pacific. The Bulk of America that has political capital is very anglophone there is a reason that the US otl didn't fuss too much about the British blockade closing the German markets. For the part of america that counts in 1919 (rich white industrialist) {has the 19th amendment been passed this tl? and is the american prohibition movement still happening?} the fact that the Mexicans (a brown people) have been instrumental in defeating the British, French and Russians is gonna have them hopping mad and afraid. In short America is gonna be in 90% arm the border, and build the navy as fast was we can mode. America Supremacy in the western hemisphere is being challenged.

No this shouldn't look like otl 1920's america where we are fat and rich off of British and french war debt and the saving grace of western civilization. This 1920's america is looking at a banking crisis or recession as the British republic and french 4th republic default on their war debt. You have hostile powers on both oceans and a brown Latin power in the gulf of mexico. This america in the 1920's will resemble 1950's america with McCarthyism and the KKK in an unholy marriage protecting American values from the brown catholic threat to the south and German and Japanese automatism and expansionism on the oceans. With Miltiary Spending used to keep the economy out of recession.

please note that I am not a racist or Isolationist or Trumpist but this is 1910's and 1920's america we are dealing with and Wilson is president a victorious mexico will make Wilson look act like we see Trump today (and none of the 1920's presidents are much better). I'm shocked the Jim Crow southern democratic bosses and the northern bankers didn't demand that Wilson save the British's bacon when the war turned south and send an army marching into Mexico City "to restore the proper order" the state of the american army compared to a mobilized mexico is the only reason I can see for them not bolting on Wilson and for Wilson himself not pushing for this. But these forces will be sure as heck passing defense bills to rectify this problem. Like I said the US Army and Navy are getting ready to see money that they have not seen since 1865.

Well there was one reason why the United States of America didn't enter the war: Standard Oil company, during the Great War they had the Monopoly in the Oil business and they definitely wanted to keep it that way that's why they were lobbying to their congressmen to stop the British c
from damaging any of their property. But everything you said I agree with, right now the only thing that would take the pressure of this Mexican American hostility is if Japan still does Operation Tora Tora Tora.
