During the Second Lebanon War in 2006, Hezbollah rockets repeatedly hit Haifa. However, Haifa, as a major industrial center is home to a huge ammonia tank which has been the source of political controversy (it's now being shut down because of the danger). The estimates were that if it were to break, thousands, potentially in the area of 16,000 people could die.
Suppose a Hezbollah rocket had hit the tank during the war. The casualty toll would probably be somewhat less given that many residents of Haifa fled the city during the war as a result of the rocket attacks, and early warning sirens meant that many people would have been in bomb shelters, but this still had the potential to be a mass-casualty event. What if this had happened?
