Marijuana legal worldwide.

Currently the US based insurance companies are studying closely their risk as legalization continues. The effects, if any, of driver impairment are one thing but work place injuries dwarf automotive injuries & property damage claims. It defacto is legal in most of the world since the local governments and police are either unable or unwilling to enforce the laws they have on the books. Like in some African countries it is frequently grown by farmers, sold at local markets, and consumed despite it being illegal. Malawi is a fantastic example of this, where despite being illegal it is a major export and is also used extensively by locals. The government only cracks down on the large exporters.

Most of the reasons it was banned IOTL was because racism. If it was more generally popular with white people prior to it being made illegal, there would be less impetus to ban it, or at least to keep it banned - see alcohol prohibition.

If marijuana was never made illegal, then the legal version would probably not be as strong as the illegal version.

By making it illegal, it becomes more cost effective to the producers to have a more highly concentrated form. The same thing happened during alcohol prohibition.

If marijuana was legal, it would be subject to stricter quality control, and age restrictions. Besides, alcohol is much more dangerous to people than cannabis is, and is still legal, mostly because it is also consumed by white people, including legislators and their donors.

Of course, there would still be a black market in cheaper, untaxed marijuana, just as there is for tobacco and alcohol products.

Probably no effect. Marijuana would join Alcohol and Tobacco as legal drug, and only very small number of people would be heavy user. As for illegal drugs, large variety of heroin, cocaine, LSD, etc would still making illegal drug industry thrive.
