Marcellinus becomes emperor in 468

What if the conspiracy amongst pagan nobles in Rome to place the general Marcellinus on the throne had gained steam and succeeded? What could a Pagan Emperor do at this point? He would have to be insane to persecute Christians of course, but could tolerance be a spur that could drive a revival? Is it possible to undo the damage that had been done already?
 
Well he could promote a policy of tolerance to the pagans, but that's about it. Though I never understood his rationale for not taking over in the first place-he had a large army in Dalmatia and could have easily invaded Italy and taken up shop there as emperor.
