Excellent! On a similar venue to Balkanized USA, is the US still close to China, and if so, is China more liberal than in our world at this time?

Just as well, are there still existing challenges regarding the international policies of the autonomous states and the rest of the US (it seemed like you indicated that there were issues between New Africa and the US)?
And finally, I assume the Dakotas are mad that they lost their western flanks, hence why they went Republican instead of Democrat. Is that a correct assumption?
the Southern states were redistricted after the conclusion of hostilities as a way to destroy the power of the segregationist voting bloc and to reshape Southern identity. Alabama, as essentially the center of insurrection and terrorism pre- and during the war, was carved up the most.
the USSR survived by the New Union Treaty's reorganizing and establishing it as "a renewed federation of equal sovereign republics in which the rights and freedom of an individual of any ethnicity will be fully guaranteed", albeit it shed the Baltic states, Armenia and Georgia in the process. the country went through a process of economic and political liberalization throughout the 90s. US-USSR relations have warmed since then, even though the USSR has essentially taken its spot as the 2nd superpower.
if by "current" you mean 2020, probably still on a trend towards the less chaotic. the Progressive Party has probably left and reentered the White House a couple times, trading places with a Democratic administration at least once. cartel influence has probably been lessened, as in 2004 that'd be the main national security concern of the country so in the 16 years since something should've been done about it. the internet is likely censored to some extent, particularly targeting far right-wing groups for their tendency to organize violence online. conditions in the Deep South states, while still poor, aren't going to be AS bad as they used to be - larger cities are probably approaching parity with their northern peers, though the scars of war are still visible throughout the region. the "new Southern culture" initiative has seen some success, after two generations being raised post-war and molded by it - this probably creates a much more generally egalitarian <30 demographic. the South also takes in large amounts of migrants from Mexico, Central America and the Caribbean, and with the 2 generations to adjust to it, the South is probably approaching an integrated, multicultural society.
there's not really much demand for it. West Virginians pride themselves in not getting bogged down in the war, and Roanoke, as a plurality-black state still with many people old enough to remember segregation and the horrors of the war, would be understandably staunchly opposed in general.
the US is probably more reliant on China than it is OTL, with America suffering from a worse industrial decline and being more reliant upon imported goods. China under Deng ITTL was less shy in repudiating Mao, attempting to abandon or lessen the cult of personality during the process of economic liberalization. moderate reformers pursuing political reform such as Zhao Ziyang were allowed to pursue their goals, and corruption within the Communist Party was greatly lessened during the 80s, avoiding disastrous protest incidents a la Tiananmen causing the party to clamp down.
the Rainbow Coalition (the governing party of New Africa), at first a Maoist-sympathetic organization (to put it most charitably) being legitimatized as the legal governing party of a former part of the US didn't sit well with much of the US establishment, as the Cold War, while sort of put on hold during the civil war, was still going in the minds of many. while President Seale, a former Panther, remained a committed communist himself, wings of the party mellowed out under him over time. the metaphorical leash of American hegemony was loosened over the course of this process. the autonomous states are all represented in the UN as full members.
yeah, this is essentially ITTL Republican strategy. the main thing keeping them marginally relevant here is that they're quite good at capitalizing on white resentment.

Is there a particular reason for this? It doesn't seem to follow logically.
I'd expect that the exact opposite would be true as the "Reagan Revolution," and the resulting dragging of the entire political spectrum to the right on economics, have both been butterflied away. I can't see "free trade agreements" being a big thing here, let alone the opening of a fragile, slowly recovering domestic market to competition from Japan, then Korea, then China.

This status of “Independent Region” was granted to the Pacific States in 1955 as a way for Japan to hold on to their empire. As protests of the nearly 10 Year “Provisional Government” were growing. The Constitution of the Pacific States was finalized and signed on July 18, 1955. Admiral Yamamoto who was the leader of the provisional government, formally stepped down. While he wasn’t the first President, Admiral Yamamoto is considered the first leader of the Pacific States and bears the nickname “The Shogun of America” for his rule over the Pacific States from 1940-1955. The Pacific States was one of the first Japanese territories to gain the status of Independent Region. After the Pacific States the status of Independent Region was granted to Manchuria (1958), North China (1960), South China (1960), Shanghai (1968) and Korea (1970). Though it’s Government is independent of Japan, it is still considered part of Japan and as such the Pacific States has no Formal Military and uses the currency of Japan (Yen). First was the laxed travel restrictions compared to Mainland Japan and the other Independent Regions. It is very easy for citizens from other regions such as Korea, Manchuria, North China, and South China to gain permanent residence in the Pacific States. Second was the Japanese keeping true to their words of Racial Equality, many race laws such as The Chinese Exemption Act and multiple Jim Crow Laws were lifted causing many Blacks from the Second American Republic and the Second Republic of Texas (Now a special “Federal District” of the Second American Republic.) to immigrate to the Pacific States. (Many Historians agree that the lifting the race laws was not because Japan was sincere about racial equality but to win over the non-white populous and to attempt to gain the moral high ground and paint themselves as the “Good Guys” when compared to the different factions in the Second American Civil War.) During the provisional government many Japanese came to live in the Pacific States. More Japanese moved to the Pacific States than any other region. Many Japanese preferred the already industrialized Pacific States over the under industrialized regions such as Manchuria, and because of the “exotic” western culture of America the Pacific States was a popular place for Japanese to move to. Topped off with a baby boom in Japan the Japanese population in the Pacific States came to rival the established White population.

There are currently four political parties that make up the Pacific States. The Democratic Party, The Republican Party, The Conservative party, and The Socialist Party.
The Democratic Party was formed from the old Democratic party of old America and took its viewpoints from the late President-Elect Franklin Delano Roosevelt. While originally a strong left wing on politics the party slowly began to take a Left-to-Center approach on most political views. Since its inception the Democratic party is one of the most popular political parties.
The Republican Party was formed from the Republican Party of old America and originally took a right-to-center approach, but the party fractured in 1972 over conflicting views on economics and race relations and now is strictly right wing. The Republican Party has been on the decline since the 1970s and is today the lowest party in terms of popularity.
The Conservative Party was created in 1955 by former members of Admiral Yamamoto’s provisional government. It has always taken a right-to-center approach, because of this the Conservative Party saw a rise in popularity when the Republican Party fractured in 1972. The Conservative Party is the second most popular political party, but is currently declining.
The Socialist Party started in 1961 by a small group of American liberals and members of the Japanese Communist Party who wanted to attempt to bring The Communist Party to the Pacific States. Due to communism being relatively unpopular in the western world the party was named The Socialist Party. The party slowly rose to popularity and is now the third most popular party.
The current President is Arnold Schwarzenegger the first foreign born President. President Schwarzenegger is also the first President to controversially not have a Japanese Vice-President. Traditionally a White Presidential Candidate would pick a Japanese running mate for Vice-President and vice-versa to balance the ticket and win over White/Japanese Voters. While this is not the first time this has happened (Hawaiian Senator Barack Obama was Black and picked the Japanese Yoshihiko Noda for his running mate.) President Schwarzenegger is the first White President to pick a non-Japanese running mate, choosing Bay Valley Senator Xi Jinping of North Chinese descent.

Walt Disney who had the dream of creating a large themed amusement park was often told that it would be impossible given the unstable political and economic circumstances of the provisional government. But Walt Disney was undeterred, he continued in his venture. For Walt Disney constructing Disneyland was no longer just a another dream he set off to make real. For Walt Disney constructing Disneyland was important in keeping the legacy and culture of the old United States alive in the face of Japanese occupation. Even if it meant facing the provisional government and The Shogun of America himself Admiral Yamamoto, Walt Disney would build Disneyland. Sure, enough Disney would have to meet with the provisional government. As buying up such a large amount of land for construction necessitated the Provisional Government’s approval.
Admiral Yamamoto and members of the provisional government had been seeking a way to create a monument that would solidify the Pacific States as a unique region of Japan, but this was easier said than done as any monument they would build would likely come under fire by the still white majority populace. A populace that was growing restless of the provisional government’s rule over them. Protests began in 1953 criticizing the long rule of the provisional government and the people sought proper representation. (While there were governors from old America such as Sheridan Downey in Yamamoto’s Provisional Government, it was still majority Japanese.)
When Walt Disney came forth seeking approval to construct Disneyland, Yamamoto found the monument he was looking for, a monument that would be positively received by all. To the surprise of Walt Disney not only did Yamamoto push to get Disneyland approved, he offered whatever help he could give to get it constructed. While direct funding and construction was struck down by the provisional government due to budget concerns, Yamamoto did pull some strings to get Walt Disney as much land as he wanted for Disneyland and Yamamoto connected Walt with Japanese companies to provide corporate sponsorship. The Japan based companies were quick to make deals with Disney as Disneyland was the perfect entry way into the Pacific States. They sponsored various attractions throughout the park. Toyota sponsored Autopia, Toshiba and Panasonic sponsored The House of Tomorrow as a way to advertise their upcoming products, Daiwa House Industry worked with Imagineers to build the Disneyland Hotel. Yamamoto infamously called Disneyland “A combination of American Ingenuity and Japanese Capital”.
Construction of Disneyland began in 1954 shortly after the announcement that the Japanese Diet had passed a resolution to give the Pacific States autonomy as an Independent Region of Japan. Walt Disney would host a Television show called Disneyland on the fledgling Pacific Broadcasting Channel which aired throughout 1954 during the Election of 1954 which saw Sheridan Downey become the President-Elect of the Pacific States. Finally, Disneyland was planned to have a televised opening on July, 18th 1955 the same day as the Constitution of the Pacific States was to be signed. While the timing was a coincidence, the timing was nonetheless impeccable and both events were merged into one and Sleeping Beauty Castle was the backdrop as President Sheridan Downey, and Admiral Yamamoto signed the Constitution of The Pacific States of America in Mainstreet USA less than an hour before Disneyland formally opened.
On that day June 18th, 1955 it wasn't just Disneyland that opened, a new region of the world was opened. One that merged East and West and Disneyland was but a preview of the technological, industrial, and economic capability of the Pacific States "The Land of the Setting Sun".

Boy, just tons of questions. First, what has happened in Europe? You mention that they began turning their backs on the US during the civil war, and given the liberalization of China and the USSR (and subsequent warming of relations between the big 3), is this still the case? I have to imagine there's some power bloc with clout that stands contrary to this cordial tripolar world that's developing. What is the state of things in other large nations, such as Brazil, India, South Africa, Canada? How is the Middle East/South Asia in general with no Soviet invasion of Afghanistan and thus no US funding to the Taliban? Does Israel still exist and what relations does it have with its neighbors, if any? What are the foreign policy initiatives of the Progressive, Democratic, and even Republican parties of 2004 America? Is there any attempt to reassert American dominance on the world stage? How similar in government structure are New Afrika, Lakotah, and Navajo to the US government? Do they have similar constitutions?

Less than 8 million whites? Is this for 2020? Seems that it's not that happy and shiny a place for white Americans, given the OTL white population of California alone is around 24 million (that's including hispanics, but since that doesn't seem to exist as a category in your list, I assume "white" includes them.)

The Hispanic population is mostly descendants from the existing Hipanics already living there in 1940. In modern times most Hispanics immigrate to Texas and Puerto Rico.
