It wasn't set up until about 40 years after the ISOT. And mostly as a compromise due to Muslim protests about the way the Holy Land was ending up effectively Christian only.

Unified Russia seemed most likely, but a bit boring. So I rolled a random number generator with 0-40 being a split, 41-100 being united. I got like a 2 or so.
A bit surprised there aren't any neo-Soviet Unions! Or is that what that little bit of red is in ~Armenia?

Anything involving the Baltic Region tends to get my attention, especially if it's done well.
I think the whole Baltic coast would be more or less settled. As for Africa how about a slow penetration of the Congo Basin along the Congo River?
Would you want to? It's mostly dense jungle and swamp along the river, and the really good mineral deposits are mostly in the south of OTL Zaire.
Mmmh yeah true! But the image of a Rwandan Doctor Livingstone and Stanely is really cool! How about a Russian "Persian corridor" to the Indian Ocean with small settlements on the Horn of Africa? What is the purple country in Mesopotamia by the way?
IIRC, isn't there a decent sized Vietnamese minority in Russia? What's happened to them?
Yes, the purple was the Russian's southern corridor. Until things fell apart and it was left in the hands of a few oil tycoons and their employees. (The religious settlers were kept away from the oil rich areas.)

Introduction
The Draka Confederation is by far the largest nation in the world, both demographically and in terms of area. It is home to over a billion souls, and has a land area of over thirty-seven and a half million square kilometers, spread across three continents. The Draka Confederation began its life as the Dutch Cape Colony, which was settled by farmers named "Boers" whose population grew more rapidly than in any other settler colony. The Dutch Cape Colony (by then known formally as “The Afrikaner Confederation”) was seized by the British during the American Revolutionary War, renamed to "Drakia" in honor of Sir Francis Drake, and used to re-settle American loyalists and Hessian mercenaries who had fled the country. They would soon be joined by Icelanders fleeing a volcanic eruption, and from there, Drakia (eventually renamed "Draka") would sell itself as a haven for White refugees the world over so long as they were Christian and committed to white supremacy. This, combined with an extremely high birth rate, allowed it to rapidly expand. Over the course of the 19th century, Draka grew from a colony to a self-governing dominion within the British Empire and, through political machinations and courses of events that many historians still describe as "inexplicable", Draka came to possess much of the African continent, forcing out other European powers. It was considered the crowning jewel of the British Empire, but one with a will all its own that often strove against its colonial master, on account of Britain's opposition to slavery, the difference in language (the Drakans speaking an Anglo-Afrikaans creole called Drakian), and the growing perception in Draka (fueled by certain 19th-century philosophers) that they constituted a "Master Race", destined to rule the world.
Slavery (euphemistically termed "Serfdom") was the bread and butter of Draka, serving as the backbone of the economy. Serfs were initially construed as debt-laborers, but this was merely a legal fiction used to abide by British law. Serfs possessed no rights under the law and were subject to extreme punishment for even minor offenses, impalement being favored above all others. These extremely harsh measures were a necessity, as the citizen Drakans were a minority in their nation for most of its history.
The modern history of the Draka begins with the First Great War. At the behest of the British, the Draka poured troops into the Ottoman Empire. In this brutal conflict, the Drakans would kill millions of Ottoman civilians, and utterly annihilate the holy cities of Mecca, Medina and Jerusalem. The Drakans seceded from the British Empire when they refused to leave the territory they had occupied, instead incorporating it directly into their empire. The Draka became an international pariah, but one that the world had no choice but to trade with to access its natural resources. The Confederation of Draka would support reactionary movements the world over, most notably in the form of the National Socialist party of Germany. After that nation's dismemberment, the Drakans would accept twenty-one million German refugees (many of whom resettled in the Horn of Africa). Around this time, thanks to decades of programs encouraging whites to breed and non-whites not to, the Citizen population finally reached parity with the Serfs.
In 1950 following a test of an atomic bomb in the Sahara, the Draka stood alongside the United States and the Soviet Union as a global superpower. The Confederation went on to become the third major bloc in the Cold War. As the Drakan birth rate slowed down, the government began to relax some of its restrictions, formally ending Serfdom in 1981, and replacing it with a system of segregation called "apartheid". Many in the West have called the triumph of apartheid over serfdom one of the greatest recorded victories for human rights. The Draka continued to liberalize into the 90s, and the Confederation today stands at a crossroads. With tourism being opened between Draka and the outside world for the first time in decades, new ideas are being introduced into the Confederation. Many analysts are hopeful for liberalization, while others fear a reactionary backlash.

Yes, a significant amount of water is diverted north from the Congo basin to help irrigate the Sahara. The electricity generated by the Mentzmeer Dam power pumps that take water from the Congo river basin north to help irrigate the Sahara. "The Grand Viaduct" diverts much of the Ubangi River northwards into the Lake Chad basin, and there are a numerous many smaller pipelines and viaducts.
Additionally, a number of areas, such as the Qattara depression, the Tunisian Chotts, and the depressions in OTL Western Sahara, Eritrea, and Libya flooded to help "Green the Sahara". Underground fossil aquifers have also been tapped, and the Draka Confederation is pioneering desalination techniques as those begin to run out.
Even still, these outflow of these rivers is pretty limited during Summer months, and much of the Sahara still isn't suitable for agriculture. Population density in the Saharan provinces varies quite a bit depending on the area. In the more temperate highlands and areas with resources available to extract, some cities have sprung up. Most of the remaining Sahara is dominated by mechanized commercial ranches and farmsteads with low population densities. Of course, the Drakan military also administers significant chunks of the Sahara to test nuclear weapons and the latest military technology.

What happened to China and India?
Even with high birth rates, achieving parity with the serfs by the end of the 1940s indicates that substantially over half the population of a billion plus is white, and even with high birth rates, the notion that the Draka manage to achieve a white population exceeding the entire population of the OTL Anglosphere strikes me as out-Stirling SM himself...
