Since I've finally caught up to this point in the TL, I figured I'd finally post a map I've had in storage for a while now.

In the early 19th century, the Spanish throne fled to the New World in response to Napoleon's invasion. What was expected to be a short stay in exile, however, turned into a lifetime for some of the Bourbons who preferred to stay in America. After the Spanish king returned to Madrid, many of the American colonies began to demand greater autonomy and representation in the empire. Tensions boiled over into full-blown revolution in 1817 once it became clear that the king would not compromise. These revolutionaries envisioned a united Spanish America, which they dubbed Colombia after the great explorer.

The nation soon rallied behind the king's younger brother, who was dubbed Emperor Francisco I of Colombia. From Mexico City, orders and decrees went forth to the rest of the continent to organize a united revolutionary front. Over the next several years they beat back both Spanish forces and republican nationalists with the help of the British empire.

This map shows the empire shortly before the end of the war in 1820, and just after it won its independence in 1821.

So I went back over one of my old timeline's maps -- the Kingdom of the United States in The Western Leviathan; and I changed the way the system of government worked from the original TL; and cleaned up the map's atrocious borders at the same time!

My idea was thus:

There are "departments" (viceroyalties) where the Emperor (elevated title because who needs permission to be an Emperor these days?) and His Majesty's government gives a non-hereditary kingdom to an administrator whom assumes the position as effective "deputy to the Emperor" in this region.

There is the Crown Lands (which are directly administered by the Emperor's Prime Minister and Congress), and then the various Departments of Columbia, California, Texas, Mexico, Hawaii and Quebec; with Hawaii being a hereditary kingdom under the last Queen of Hawaii, who has basically been relegated to vassal status.

The Crown Lands function like normal states, and have all the rights/expectations you'd see in a standard American state.
The Departments are basically just big devolved parliaments with similar function, but with a degree of self-governance.

This would be a map of sometime in the late 19th century, I guess. :p

In 1918 the Central Powers signed the Treaty of Versailles to end the Great War. The Treaty tore apart the German empire into the Prussia and the South German Confederation. On top of this split, Prussia lost Danzig to the Polish Autonomous State and South Germany was forced to return Alsace-Lorraine to the French. In contrast Austria got off lightly with Galicia and Lodomaria given to the PAS, South Tyrol and Trieste given to Italy, Bosnia-Herzegovina added to Serbia and the forceful imposition of a federal constitutional monarchy. This made the newly formed United Austrian States fertile ground for the dawn of the People’s Kaiser and his Reichsozialistische Partei. The new parliament made him a demagogue and the Austrian defeat gave Seyss-Inquart plenty of revanchist soldiers to back his cause. By 1 January 1919, the day Austria first meant to the polls, his old friend Kurt Schuschnigg was the deputy leader of the Rezi Partei, Fürst von Starhemberg was the leader of the Reichwehr paramilitary group of which Englebert Dollfuss and Emil Fey, both majors in the k.u.k. army, were high-ranking members. In that first election the Rezi won only 5.3% of the vote, with the Social Democrat Party led by Karl Renner winning the election, but it was a start.

You have to remember that the Entente did not want to destroy Austria-Hungary, which they saw as a unifying and stable state however erroneously, just amputate parts of its territory and it was only in late-1917 and 1918 that they began to support independence for the Czechs, etc. With Franz Josef II surviving to deal with the peace treaty this impression is prolonged and Austria-Hungary is propped up to keep the 'balance of power' in Europe. You'll also notice the 'Polish Autonomous State', this is part of Russia still under a constitutional monarchy of Grand Duke Michael who was made Tsar, after Tsar Nicholas II's abdication in early 1918 and Prime Minister Kerensky. In contrast to the Austrian situation, Clemenceau, and others, had a deep-seated hatred for Germany and with the earlier peace treaty in late 1917 when Franz Josef II throws in the towel the American influence is lessened and Clemenceau gets his way, to an extent. The logic of the Entente is that both Prussia and South Germany have the capability to manage as independent states but neither are powerful enough to cause another war in Europe. The federalising of Austria is essentially the European Entente paying lip service to Wilson's calls for self-determination and the territory removed is to pay off Italy, Serbia and Russia.

Mighty purty. I forget, is this a fantasy world or a fantastic island in a world like ours?

Little of both? There are some relatively subdued fantasy elements but it's closer to spec fic than outright fantasy. Technology level of the setting is roughly analogous to 1830s-1850s OTL.

The federalising of Austria is essentially the European Entente paying lip service to Wilson's calls for self-determination and the territory removed is to pay off Italy, Serbia and Russia.

Those authors forgot about Bukovina going to Romania. I can't imagine how they got published. Well, maybe the Russians gained it then gave it to the Romanians. How close to the end of the war was this again? I read recently that Hungarians were promised Dalmatia, Bosnia, and Herzovigina to be added to Croatia-Slavonia after the war. I forget the date the offered that, though. It would be interested if Ragusa me the stretch of land between the two bits of Serbian coast were given to Italy, but that is just a comment as I know thst would likely be impractical, especially in a timeline in progress. Is Dalmatia joined to Croatia-Slavonia in this, are they seperate in the federation, or will Slavonia and Croatia be seperated within the federation just because?

You hit the nail on the head with the first one, Russia gives Bukovina to Romania after the original settlement. This map shows the Austro-Hungarian Federation after all the deals have been concluded, but the POD for the TL is 1916. I wasn't aware of the Hungarian you mention, but Bosnia and Herzovigina is granted to Serbia to try and stop their moaning about the Croats and Serbians in Hungary (needless to say it doesn't work for long). Croatia and Slavonia form one state in the federation, with Dalmatia part of that same state as well. Essentially the state borders of the federation are very similar to those of the proposed United States of Austria.
 
Have British tourists and people traveling for work/Armed forces also been ISOTed or have they returned and are living in the independent cities!? How about Gibraltar!?
All British citizens were ISOT'd including those outside the UK. The Gibraltarians also joined them, however all other British Overseas Territories and Crown Colonies were unaffected. Most have put themselves under the protection of another Commonwealth country.

I'm surprised that such a) valuable and b) strategic territory would simply be left to the whims of a dozen different countries. I would definitely have either expected a) a UN dictate setting it up for English resettlement, b) UN dictate setting it up into regions of control, or c) EU claim to the territory, and subsequent division between nearby European states. Antarctica was a little different, considering it was a barren wasteland. England isn't exactly lacking in natural resources or livable area, and any disorganized land grab would almost certainly end in a world war
It took the UN a while to get its act together and in the meantime several countries had already established a strong foothold in Britain which they weren't going to give up. The United States in particular already had military personnel, bases and equipment in place. The division of the south and east between the French, Dutch, Americans and Belgians was done through international and EU agreements. Luckily for the world, tensions over control of Britain's resources haven't yet turned into direct conflict.

The Bay of Kotor should've gone to Serbia as well in my opinion but otherwise... Pretty fun scenario and nice map.
