Turns out when you weaponize nature it really screws with the ecosystem. "Cold Bombs" controlled hail storms became very popular towards the end of the war.
Most people will ask for payment, of course. Just in case you're one of those who assumes 'commission' and 'request' mean the same thing.
I feel like that can be an issue though. Calling someone 'Oriental' is as far as I know the correct term in the UK, but considered racists in the US, and calling them 'Asian' in the UK leads to a miscommunication... I'm sure similar issues exist. The world is a confusing and diverse place.

I wasn't trying to imply anything; a lot of people ask for a commission and then get all confused and flustered when the person they asked suddenly starts telling them rates and prices.

Don't worry. The French are getting agitated over Provence and Geneva, while Occitanian and Breton nationalism are on the rise. The Sublime Porte will soon find reason to carve up France.
