That's the German Confederation.
ITTL, Ferdinand I was not born retarded, and became a capable ruler. He dismisses Metternich, and tones down on reactionary policies, proclaiming that, "To prevent the excesses caused by revolution from below, the state must conduct revolution at the top," and liberalizes significantly. Thus, Austria is spared from the violence of the 1848 Revolution, and was in a stable position to take command in the Frankfurt Parliament, creating the United German States- a constitutional monarchy in the model of Britain, with Ferdinand as Emperor of the Germans, King of Austria and Bohemia. He appoints three of his uncles as Kings of Hungary, Croatia, and Gallicia/Ruthenia, freeing them. He retains powerful influence, though.
Austria also wages war on Prussia, with the rest of the Federation behind it, and destroys the Prussian rule over northern Germany. The Grand Duchy of the Lower Rhine become an Austro-Bohemian crownland, as does Luxembourg, a Prussian protectorate. Much of the Prussian Sachsen Province becomes the Kingdom of Magdeburg.
Also, Hanover changed its succession law by a Royal Act, making Victoria heir to Hanover as well. Hence, it is still a British dominion.
France: split up after Bonaparte. Kingdom of Aquitaine is a British dominion, and the Kingdom of Occitania was made a state for the Orleans dynasty.
Canada: US and Britain split the Louisiana Territory rather than one gobbling it all. America took the trade-rich south, and Britain took the fur-rich north. Both prospered enough that both were happy with the arrangement. Britain was far more lenient with the natives, giving them autonomy as Tribal States, an equivalent to Princely States in India. In 1838, they granted Upper and Lower Canada status as dominions, later the same was applied to other BNA colonies.
