Give those islands back to Estonia as they've Ben banned from colonising
Also what is the arrangement with Stockholm?
Stockholm is some kind of capital region/free state
I actually like the idea of a sovereign Hawaii. Maybe it could be a former Alba possession before the they went communist, or perhaps Venetian, Saxon,...or just some country that couldn't hold onto it as time progressed.
I would think at least the Franks would have some of those islands as possessions.
