For Spain, I was thinking that the borders are the after-effect of an alt-Spanish Civil War of some kind, probably around the same time; it could have been precipitated by a Spanish-American War similar to OTL - that might explain why the US has Cuba and PR. But what about Hispaniola? How did that happen?

Perhaps Haiti is seen as an alternate to Liberia, and is picked up sometime before an alternate Civil War(I dont see any reason for the underlining reasons for the ACW to vanish). Both places still recieve former slaves, and are placed under US protectorate after alternate-ACW. During the siad War with Spain saw the US taking the Dominican Republic side of the island, whose war of restoration failed in the 1860s.
